Between 2026 and 2028, more than 33,000 homes will be built, of which 31% will be affordable housing and 27% will be allocated to the rental market.
More than 300 developers and real estate companies operating in Catalonia are currently developing 848 residential projects that will deliver 34,385 new homes between 2026 and 2028. Although this figure is only around half the number of homes being built in regions such as Madrid and Andalusia, the new-build residential market in Catalonia has gradually recovered in recent years following a period marked by highly restrictive housing policies.
While these developers completed an average of only around 6,000 homes per year in 2023 and 2024 (6,330 and 5,762 respectively), annual completions are expected to exceed 10,000 units between 2025 and 2028.
Of the 34,385 new homes planned in Catalonia, 12,716 will be completed in 2026, a further 11,082 in 2027, and the remaining 10,587 in 2028. This pipeline is expected to continue growing over the coming months as new developments are launched for completion from the second half of 2027 onwards. In addition, these companies are expected to begin marketing another 8,100 homes in the coming months, with deliveries scheduled from 2029 onwards. It is worth noting that the same developers completed 5,762 homes in 2024 and 10,155 in 2025.
As in the rest of Spain, affordable housing and rental developments have gained increasing importance in Catalonia thanks to public-private partnership programmes promoted by different levels of government. Population growth and a shortage of available housing, particularly in cities such as Barcelona, have prompted regional and municipal authorities to implement initiatives aimed at narrowing the gap between strong demand and limited supply.
For example, the Government of Catalonia has recently launched the 50,000 Housing Plan, aimed at expanding the public housing stock by building 50,000 new rental homes by 2030 through public-private partnerships, with an annual investment exceeding €1 billion.
Meanwhile, Barcelona City Council has launched the Pla Viure initiative, with the goal of increasing the city's affordable housing stock to 15,000 units by 2032.
Against this backdrop, affordable housing has continued to gain momentum across the region. Between 2026 and 2028, developers are expected to complete 10,598 affordable homes, representing 31% of all planned residential deliveries. By comparison, only 4,321 affordable homes were completed during the previous three-year period (2023–2025), accounting for 20% of the total.
The rental segment is expected to grow even more strongly. While developers completed 3,778 rental homes between 2023 and 2025, this figure is projected to reach 9,219 units during the 2026–2028 period.
Barcelona province accounts for 80% of all homes scheduled for development in Catalonia over the next three years, with 587 residential developments currently underway that will deliver 27,486 homes.
The pipeline is highly diversified, combining primary residences across the Barcelona metropolitan area with second homes in coastal locations. Within the city of Barcelona itself, 96 developments comprising 4,822 homes are planned, representing just 14% of all homes projected across Catalonia and 18% of those planned within the province.
Beyond Barcelona, five municipalities each have more than 1,000 homes currently under development, all located within the metropolitan area. Terrassa will see 2,378 homes built across 28 developments; Viladecans will add 1,646 homes through 21 projects; Esplugues de Llobregat has 36 developments comprising 1,635 homes; while Cerdanyola del Vallès has 13 developments with 1,065 homes under construction. Three additional municipalities in the Barcelona metropolitan area will also exceed 500 homes under development: L'Hospitalet de Llobregat (759), El Prat de Llobregat (706) and Badalona (675).
Girona province currently has 134 residential developments underway that will deliver 3,511 new homes. Nearly one-fifth of these are located in the provincial capital, where 16 projects account for 662 homes. Most of the remaining developments consist of second homes in coastal municipalities such as Calonge, Lloret de Mar, Palamós and Platja d'Aro.
In Tarragona province, 81 residential developments are currently under construction, representing a total of 2,276 homes across several municipalities. Salou leads residential development activity in the province, followed by the city of Tarragona. Finally, Lleida province will see 46 developments delivering 1,112 homes, the vast majority of them located in the provincial capital.
