The first 1,940 social rental homes awarded for construction
Corp and the partnership formed by Copisa and Visoren will join the Catalan Government's public housing plan, which aims to deliver 50,000 social rental homes by 2029. The companies have been awarded the construction of 1,940 affordable homes on municipally owned land made available by local councils through the first call of the Generalitat's public land reserve programme.
The tender was launched in January as a market test to gauge private-sector interest in the Catalan Government's housing policy. The response from developers was crucial, as the success of the 50,000 Homes Plan depends on their participation. For President Salvador Illa, the initiative is a key pillar of his government's housing strategy, and a failed tender would have represented a major setback. Instead, the first competition attracted eight bidders. Ultimately, the winning proposals came from Corp—through its subsidiary Landetic and backed by Scranton, a shareholder in Grifols—and from the Copisa–Visoren consortium.
The Catalan Government prepares a new tender for a further 783 public homes under the public land reserve programme
Corp has been awarded two lots with the capacity to build up to 1,065 affordable rental homes across municipalities in the Barcelona metropolitan area, Vallès Occidental, Central Catalonia, Ponent and Alt Pirineu. Meanwhile, Copisa and Visoren have secured two additional lots covering up to 875 homes across Camp de Tarragona, Penedès, Vallès Oriental and Girona. The developments will be built on public land under 75-year surface rights agreements.
The programme is already underway, and the Generalitat has launched additional tenders to develop the remaining sites. Last month, it opened a new call for developers interested in building 783 public homes on 50 smaller plots located across 40 municipalities. Six companies have already expressed interest.
Construction is not the only measure the Catalan Government is pursuing to achieve its target of 50,000 affordable homes within the next three years. Other initiatives include acquiring properties through pre-emption and redemption rights, bringing vacant homes back onto the market, and providing financial assistance to young buyers, subject to future resale price caps.
The 50,000 Homes Plan forms part of the first phase of Catalonia's Territorial Housing Sector Plan, which establishes the objective of ensuring that, within the next 20 years, 9% of the region's housing stock is dedicated to affordable rental housing.
